Health Canada has issued guidance to help operators understand how it introduce enforcement of SOR 2019-97, the new Corded Window Coverings Regulations (CWCR).

Published on October 16, 2020, the guidance applies to operators in the corded window covering product industry, who will need to comply with the new regulation when it comes into effect on May 1, 2021. Health Canada is aware the COVID-19 pandemic has impacted the ability of operators to work towards compliance and has therefore decided to adopt the following approach:

  • May 1, 2021 to April 30, 2022 – prioritize promoting awareness of and compliance with CWCR (including monitoring of progress)
  • May 1, 2022 – increase compliance monitoring activities and, when necessary, take appropriate enforcement actions to address identified instances of non-compliance

Health Canada has retained the right to enforce CWCR at anytime on or after May 1, 2021, if it is found to be necessary following an incident or complaint. It also expects operators to make their best efforts to comply with the regulation as soon as possible.

CWCR aims to eliminate strangulation hazards associated with corded window coverings, which is defines as, “an indoor window covering that is equipped with at least one cord.” The new regulations go above and beyond those of any other country in addressing this hazard to protect children.
